CRIMINAL  INVESTIGATIONS

(Youth and Adult)

 

 

The Quincy Police Department is committed to the development and perpetuation of programs designed to prevent and control juvenile delinquency.  It is in the best interest of the community and the department that all agency components and personnel support and participate in juvenile operations and functions of the Youth Unit of the Quincy Police Department.  It is the policy of the Department to follow the guidelines and procedures set forth in the Illinois Revised Statutes regarding arrest and detainment of youthful offenders.

 

The Department has a Youth Investigative Unit headed up by a Lieutenant and a Sergeant.  All of the Detectives in the Criminal Investigation Unit are State certified Juvenile Officers.  In addition, the Department has three Police School Liaison  Officers who are stationed at Baldwin School, Quincy Junior High and Quincy Senior High.  In addition to the CIU, the department has several Patrol Officers on each patrol shift who are designated Juvenile Officers.  These Officers are also State certified Juvenile Officers.

 

Detectives in the CIU investigate various incidents of adult and juvenile criminal conduct including but not limited to: child abuse; neglect; dependency and addiction; sexual abuse and exploitation of children; missing and/or runaway children; and minors requiring authoritative intervention.  Our Detectives utilize the Child Advocacy Center for the interviews of victims of severe child abuse and child sexual abuse.

 

The purpose of the Police School Liaison Program is to provide a forum through which students, parents, school faculty and law enforcement officers can interact and as a result, earn mutual respect and to demonstrate to parents and school faculty that the department has a genuine interest in the community youth.  These Officers prepare and deliver speeches and/or presentations on juvenile related and other matters to civic, school and special interest groups as assigned.  The Liaison Program also provides preventative patrol in the vicinity of places frequented by youth such as fast food restaurants, schools, parks, bowling alleys, malls, etc.  The secondary level School Liaison Officer is responsible for the coordination of the Quincy High School Crime Stoppers Program.

The Adult Investigative Division of the Quincy Police Department consists of a group of highly trained detectives commanded by a Lieutenant and a Sergeant.  The primary function of the men and women of this unit is to conduct follow-up investigations of crimes.  Detectives maximize the use of all available technological resources and traditional methods to solve crimes, track down and apprehend suspects, accomplices and fugitives, as well as locate missing persons and recover stolen property.  While larger agencies can afford to have units of officers specialized in different crimes, the detectives of the Quincy Police Department must be skilled in all area.  Detectives attend many schools and seminars each year to remain current on the latest investigative techniques covering everything from lifting fingerprints to collecting specimens for DNA analysis.

Also under the Investigative section of the department is the Evidence Section.  The Department's Evidence Technician is a highly respected person not only at the department level but also at State and Federal levels.  His expertise and quality control is second to none, be it  processing a crime scene or maintaining the chain of evidence on thousands of pieces of crime evidence.  His lab boasts many pieces of equipment built by him and he has developed his own techniques for processing evidence that rivals those of big city labs.
