QUINCY POLICE DEPARTMENT
POLICIES AND PROCEDURES MANUAL
Job Analysis
Position Title: Patrol Officer
Division: Operations
Immediate Supervisor: Patrol Sergeant
Employees Supervised: DNA

of Control: DNA
Probationary Period: Eighteen Months
Status: Sworn officer ‑ permanent rank of Patrol Officer
I. Essential Functions, Responsibilities and Tasks:
A. Preserves the public peace.
B. Prevents crime.
C. Detects and arrests violators of the law.
D. Protects life and property.
E. Enforces all criminal and traffic
laws of the State of
Illinois
and the ordinances of the City of Quincy.
F. Patrols an assigned area of the city
and checks
buildings
to ensure that they are in a safe condition
and that
no forced entries have occurred.
G. Investigates suspicious or unusual
incidents occurring
during
his/her tour of duty and conducts preliminary
investigations of all
actual crimes, which he/she
discovers or is, assigned to investigate.
H. Submits written reports to
supervisors of activities on
assigned
shift.
I. Apprehends and arrests for
felony or misdemeanor
offenses
in accordance with city ordinances and state
statutes,
collects evidence and interviews any possible
witness
that may be used in a court hearing.
J. Investigate complaints of a non-criminal
nature; i.e.
family disputes, missing
persons and injured subjects,
and assesses each
individual case to
determine appropriate action.
K. Establishes sources of intelligence and information.
L. Conducts traffic accident
investigations, completes
required
forms, including the identification of all
passengers, vehicles, witnesses, location, injuries, date
and time,
and issues citations where appropriate and
consistent
with departmental procedure.
M. Enforces traffic and parking regulations
through
visual and
radar patrol.
N. Assists in the maintenance of traffic
control for efficient
flow
through the city, issues warnings or citations to
violators.
O. Observes and searches the scene of a crime for
physical evidence.
Collects photographs, and/or
preserves evidence found
for possible use in future
legal proceedings.
P. Completes special investigations when
assigned.
Q. Serves as an escort when assigned.
R. Provides traffic and/or crowd control at special events.
S. Furnishes assistance and information
to citizens and
motorists.
T. Completes follow‑up investigations of
criminal and
misdemeanor offenses and ordinance violations as
required
or as assigned by higher authority.
U. Notifies headquarters when fires are
observed and
responds
when dispatched to fires or fire alarms.
V. Completes all required records and reports of activities.
W. Serves as a witness in court cases and is
responsible
for
obeying all lawful subpoenas.
X. Performs specialized assignments as
may be assigned
by the
Chief of Police or other competent authority.
Examples
of specialized assignments include, but are
not
limited to; Breath Test Operator; Field Training
Officer;
Range Officer; etc.
Y. Requests specialized assistance, as
may be required,
to handle
specific problems encountered, i.e.,
Evidence
Technician, Criminal Investigator, Youth
Investigator, etc.
Z. Responsible for attending daily roll call, unless
otherwise engaged in
police duties, and recording all
appropriate information
relayed by the Patrol
Sergeant or Watch Commander.
AA. Serves subpoena's and summonses as required.
AB. Attends training sessions and departmental meetings
as may be
required.
AC. Maintains a courteous and professional demeanor when
interacting with members of the public.
AD. Establishes and maintains a rapport with all members
and segments of the
community to enhance the police
image and
instill a respect for law and order.
AE. Reports any circumstances which may present a public
safety hazard and/or takes
appropriate measures to
reduce or
remove such hazards.
AF. Observes parks, schools and other places where
children may gather for the
purpose of investigating
suspicious persons or
activities that might be of
danger to children.
AG. Notifies dispatch of location and reason for being out
of
service, location of vehicle
stops and vehicle
information, and all
requests for police service.
AH. Answers and executes all orders from dispatchers as if
they were
a direct order from a superior officer.
AI. Remains obedient and responsible to all verbal
and
written
orders issued by superiors and to all work
assignments transmitted to him/her by authorized
persons.

Performs such other duties as may be required by
state law, city ordinances and departmental rule, or
as may be assigned by a superior officer.
II.
Essential Qualifications and Selection Criteria:
A. Requires appointment to the rank of
Patrol Officer by
the Board
of Fire and Police Commission.
B. Requires knowledge, skill and mental
development
equivalent to
the completion of
four years of high
school as
demonstrated by a diploma from a high
school or equivalent certification (G.E.D.).
C. Requires certification by the
Illinois Law Enforcement
Training and
Standards Board within six months of the
date of the
initial employment or as allowed by law.
D. Requires ability to establish a
working knowledge of
the
geography of the City of
Quincy and location of
important
buildings.
E. Requires ability to establish a working
knowledge of
first aid
principles and skill in their application.
F. Requires ability to analyze
situations, to adopt a quick,
effective and
reasonable course of action, and to act
quickly, calmly
and decisively in emergencies and under
stress.
G. Requires ability to use good discretion.
H. Requires ability to deal courteously,
but firmly with the
public,
and to handle situations tactfully and impartially.
I. Requires ability to speak
clearly, give precise and
understandable directions, and
to communicate
effectively, both verbally
and non-verbally.
J. Requires physical strength and
ability sufficient to meet
police duty
requirements.
K. Requires ability to understand and respond
quickly and
accurately to
written and oral directions, instructions,
inquiries,
requests, and orders.
L. Requires the ability to prepare clear
and comprehensive
written and
typed reports, and to prepare legible
documents and
produce simple diagrams.
M. Requires ability to establish and maintain
effective
relationships with staff, fellow workers and the general
public.
N. Requires ability to establish a working knowledge of
pertinent federal and state
laws and municipal
ordinances.
O. Requires ability to drive a squad
car, sometimes for
extended
periods of time.
P. Requires ability to obtain an
Illinois Driver's License and
to maintain a valid license
through entire career. A
record of suspension
and/or revocation so as to show
disrespect for the law may
exclude an applicant or be
the subject of discipline
or discharge.
Q. Requires ability to make a forceful, physical arrest
and/or to be able to
defend oneself or another from
physical attack
before or during a forceful arrest.
R. Requires ability to speak fluent
English to citizens and
others and to be able to
understand the English
language when
spoken to.
S. Requires ability to read and
understand written
communications in the English
language and to be able
to write and be
understood by citizens, supervisors and
peers in the English language.
T. Requires ability to walk, run, jump, climb stairs, get
in
and out of a squad car without assistance so as to meet
police duty requirements.
U. Requires ability to see in order to
identify violators,
recognize violations of the
law, see and identify
potential dangers to
oneself, other officers or
members of the public.
V. Requires ability to lift and/or drag heavy objects in
order to be capable of
carrying an uncooperative
arrestee or to move an
injured or unconscious person.
W. Requires ability to hear in order to
recognize human
speech,
commands, orders, instructions, noises,
emergency sirens, and calls for
help or assistance
to/from the public
and other officers.
X. Requires a record of honesty and respect for the law
and department rules and regulations in order to
establish credibility and
ability to testify in court under
oath, and be believed both in oral testimony or written
reports and
documents.
Y. Requires ability to search, control and restrain an
arrestee both by verbal
commands and physical force,
including the use of
deadly force, if necessary.
Z. Requires ability to maintain order, apprehend
violators
of
the law, preserve the public peace and prevent
crime.
AA. Requires ability to drive a car and talk on a mobile
radio microphone or portable
radio and/or conduct a
foot pursuit and use a portable
radio to relay present
locations, conditions, and other information.
AB. Requires ability to stand/walk for extended periods of
time in order to perform
guard duty, direct traffic,
conduct riot or crowd
control or security missions.
AC. Requires that the applicant or officer not pose a direct
threat to the health or
safety of him/herself, other
individuals in the
workplace, members of the public, or
to property.
AD. Requires ability to enforce all criminal and traffic laws of
the State of Illinois and
the ordinances of the City of
Quincy.
AE. Requires ability to answer, talk on, and listen to
telephone and telephone
conversations with
dispatchers, supervisors, peers and
the public.
AF. Requires a history free of illegal use of drugs,
either
prescription or nonprescription
drugs, so as to show a
lack of respect for the
law or that would pose a direct
threat to the health or
safety of him/herself, other
individuals in the
workplace, members of the public,
or to property.
AG. Requires a history, free of alcohol abuse that would
indicate an inability to
maintain sobriety on the job or a
lack of respect for the
law or pose a direct threat to
the health or safety of
him/herself, other individuals in
the workplace, members of
the public, or to property.
AH.
Requires a history of emotional stability, absence of
reality distortion, appropriate judgment, ability to
remain calm in stressful situations, good work habits,
psychological stability, absence of psychopathology,
appropriate judgment and decision making, absence of
excessive
anger and suspiciousness, and sufficient
intellectual capacity to perform all essential functions of
the job.
AI. Requires sufficient physical mobility to perform all
essential functions of the job, including but not limited
to apprehension of criminals and physical restraint of
an arrestee.
AJ. Requires a lack of dependence upon any legally
prescribed drugs or use of any
legally prescribed drugs
that would prevent the performance
of the essential
functions of the job.
AK. Requires ability to meet the department's attendance
requirements as prescribed by department policy and
rules
as to time and place to report for duty so as to
provide
the employer with reasonably regular,
predictable attendance.
AL. Requires ability to use department issued handguns,
shotguns, rifles, tear gas
propulsion systems, ASP
batons, riot batons, handcuffs and
any other lethal or
non-lethal weapon or equipment and
possess ability to
qualify
with such lethal or non-lethal weapons or
equipment as required by the department.
AM.
Requires ability to complete a Field Training Program
Course of in‑service
instruction as prescribed by the
department in the Field Training
Program Manual.
AN. Requires ability to work various shifts, hours, holidays
and days of the
week as assigned or required.
AO. Requires ability to work in all and extreme weather
conditions, all and extreme lighting conditions, daylight
and night light, with and without artificial light available,
both indoors and outdoors, and in close proximity as
necessary to provide emergency services with any and
all circumstances that might constitute personal danger,
i.e. fires, smoke, chemical leaks/spills, armed and/or
dangerous persons/animals, persons and/or articles
with contagious/communicable diseases, or other
hazards associated with natural or man‑made
disasters.
AP. Requires ability to effectively deal with
the morbid,
the
macabre, the repugnant, the abnormal, the morose,
the
psychotic, the neurotic, and the otherwise
unpleasant or unusual facets or results of human
behavior.
AQ. Requires ability to work overtime hours, days
off or
vacation days, with just compensation, as may be
necessary to carry out the requirements of the police
mission.
AR. Requires ability to attend training, meetings,
schools,
etc.
which may require travel and staying outside of
Quincy.
AS. Requires the ability to provide descriptions of
suspects, clothing,
automobiles, etc. and to be
specific as to
details such as sizes, shapes, colors,
etc.
AT. Requires ability and desire to follow the Rules and
Regulations and Policies and Procedures of the Quincy
Police Department.
Nothing in this Section shall be construed as limiting the
authority of the Chief of Police and/or a Superior Officer
from assigning such functions or responsibilities as are
necessary to establish and maintain maximum departmental
efficiency and effectiveness.
